I've been unsuccessful in switching over from Outlook Express to Outlook 2002. Do I have to completely uninstall Outlook Express to make this happen? When I've changed the account settings sand have Outlook 2002 be the e-mail handler, it doesn't work.

You don't have to uninstall Outlook Express in order to switch to Outlook 2002.

The easiest way is to install Outlook 2002 with Microsoft Office, then to start Outlook and to choose to import the Outlook Express settings for your mailbox account.

If it doesn't work, please advise if you receive any error message when starting Outlook 2002.
